You need to write this as if anyone can use it since Prodigy can learn this technique during battle. Learn time is still 2 weeks, if you have a feat that reduces that time you mention it when you submit the thread to learn it.
Also the description is incorrect the mention of light blue aura sounds like a barrier or some kind, so remove it completely.

What I think Melody was meaning to say was: Special Techniques all follow the same uniform rules at the time of submission. If something would reduce the learn time or modify it in any other way, those things are not apploed until after the technique is approved and is specifically applied to your character. For instance, if you have -1 week learn times, the technique would still say that it required 2 weeks... but when you go to learn it for your character, you'd only actually spend 1 week learning it.
Does that make sense?
Also, having an aura in your attack is fine- lots of attacks do that. Heck, you could make a technique that's literally making a ki shield and smacking someone with it and that would be fine, 'cause mechanically it just won't function like a shield.
