In addition, the character may apply the Giant Form bonus to all of their attacks, and counts the additional damage as though it were always maximum (4 at level 1, 6 at level 3). Finally, the character gains an additional 15 temporary hit points which stack with those granted by Giant Form. Limit: N/A

As it stands, this does what the Cape of Vegeta does, plus a considerable bit more, buffing giant form to a total of 50 Temp HP (Which makes it effectively give equal to the the Protector 'Tank' Feature if the Protector has invested enough into resilience to have 100 HP), and the fact it it's wording also allows you to add the extra damage from giant form (which you're maxing out) to legendaries.
This isn't a denied, given the Cape of Vegeta actually needs a rework/buff, but it is me saying that I'm going to need to PM you before approving it to discuss exactly what you want to do with this as well as we're going to have to have tighter wording. Because with every custom artifact, I don't have to worry about what -you- will do with it, but the next player will try to use it as precedent for.

I don't mind having the discussion in public! Just so everyone can benefit from seeing my design thoughts and yours. It doesn't bug me at all if it needs a rework. The main principle here is that I'd like it to encourage group threads for the 'royalty buff' angle and make Giant Form viable for energy attacks as well as physical ones - Godzilla is known for his radioactive breath weapons after all! My thinking was as follows: Cape of Vegeta has a fairly similar overall effect - minor boost to people in threads + big boost to 1 attack. +30 accuracy is about equivalent to +3 damage. Giant Form has a few disadvantages compared to just boosting one big attack - you need to invest a technique slot into it, then additional MP to boost it up to make it equivalent to Cape of Vegeta's attack boost overall. You also need to use a Bonus Action to activate it and spend 15 ki. The advantage over Cape of Vegeta is that you can potentially pull off the +6 damage over more than 1 round however equally there's going to be fights where your +6 damage doesn't come into effect because your opponent just knocks down your temp HP so quickly it is deactivated before you land a hit. (Especially as your defense drops in Giant Form) Thus the +15 extra temp HP help to offset that end of the weakness whilst keeping the others (bonus action, ki cost, tech cost, MP cost). Again, happy to drop off one or more of these areas if y'all don't agree with my assessment that these factors make them about equivalent but that's where my thinking was at.

Re; asking you to discuss it with me in PM or on Discord - I don't actually want people knowing how to build Artifacts fully or getting every little cent of power they can get from them because that promotes power creep and also myself or one of the other admins should be directly involved in it because not all artifacts 'fit' with the lore of the site, and that is an important part of things.
I'm going to break down my response to your response simply with "Re;" to whatever the thing is.
Re the royalty thing; I figured that's what you were doing. However we don't tend to allow or like direct effect copying of the lost artifacts in general because we want to encourage people to actually go battle to get them from other players, but I'm willing to let it slide in this instance given the effect is more 'for others' than 'for oneself'. However, it's still doing effectively 3 things.
Re the Giant Form discussion; Speaking as the person who's mastered the 'Giant Form' build the best, I think- and speaking from the fact that the Temp HP of Giant Form stacks with other sources of Temp HP, considering it lasting just a few turns is not realistic. Nor is '30 accuracy' 3 extra damage, because all the accuracy in the world can be ignored with a teleport, sonic sway, etc.
For the record, with Encapsulate, and Indomitable traits, you'd have 55 Temp HP (without any boosts from this item) and 8 DR.
As a person with 2 more DR than that (10 DR Total), and Giant Form up with the Tank Trait, which doesn't even give as much as Encapsulate does – Cayle survived being Spirit Bombed, WITHOUT getting his giant form popped. Giant form feels like it's fragile, but it is not as fragile as you'd think.
And yeah, to make any big attack you have to invest a technique slot. So that part we aren't addressing.
Having spoke to you both here and there I know you want 3 things out of this really;
1) The Royalty Boost. 2) The Giant Form extra damage Die to be able to be used with ranged attacks so that you can have super breath. 3) Some more toughness to Giant Form. (Temp HP) 4) Maxing out the damage dice of Giant Form. 5) Power Level Boost.
Way I see it, 1 and 2 and 5 (at least at the rate you're going at 5 with) are minor enough effects that I don't see an issue with them being combined. But for 3 and 4 you will have to pick one or the other. I don't want to leave an option for someone potentially having a 75 Temp HP with their Giant Form, or someone playing a protector taking this as an example and using it to give themselves 95 Temp HP with their giant form when in giant form. All the while doing maxed out dice damage for the bonus damage.
