Bindi of True Reveal While the Bindi is worn, it is capable of unlocking the truth hidden within the wearer. The truth could be questions one always sought answers for. It could even be who they really are. Harnessing the secret powers of the universe, the bindi has the potential to reveal truths best kept secret. Type: Crafted Artifact - Bindi Zeni Value: Zeni Cost: Effect: When the wearer transforms, their true self is revealed to all. While equipped with the bindi, if Grisha transforms, he will become Oniyon and be able to freely access all energy and flight techniques he has learned. Grisha's handicap becomes lifted as Oniyon, releasing great power once unobtainable. +1 Edge while transformed.

Features: 1. Opportunist - Increase your critical strike range by 10 with all attacks(95+ would instead be 85+.) If your target is currently suffering from a Status Effect, increase this to 15(95+ would instead be 80+. 2. Stratagem - At the beginning of each thread, you may select up to 3 Utility or Defensive techniques that you know. You may use each of those techniques one additional time during that thread. 3. Counteroffensive - On a turn in which you have used a Defensive technique in response to an opponent’s attack(s), attacks you make gain +10 Accuracy and +4 damage on that turn. 4. Critical Analysis - Whenever you roll a Critical Hit, you gain +10 Accuracy with all attacks on your next turn. Whenever you take damage from a Critical Hit, you gain +10 Defense on your next turn.
Class Traits: 1. A Thousand Cuts - Your Burn, Poison, and Wound effects deal +1 damage per turn and last +1 turn when inflicted. 2. Mug - Whenever you critically hit with a Melee Attack, you may select 1 item from the critically hit target’s inventory on your next turn. So I see two separate versions of this here. The first version I'm not entirely comfortable with, because it effectively opens the gate to allow players to build up there character in one way to fight one type of PC opponent, and another to fight another - something we had an issue with before among one of our frequent sparrers.
The second version is much, much better - but I would suggest this:
1) Remove the information about true self being revealed, or modify it. As ultimately only Grisha would be able to have it, anyone else would have to create and get their own version approved. 2) Transforming into Oniyon shouldn't require a statistic transformation, but simply be an option for when you activate the Bindi. 3) As Oniyon Grisha gains the enhanced version of all basic energy and flight techniques, and the benefits of the trait Favored Enemy: Tuffles. 4) There is not a method to simply 'give' you Edge in perpetual. It can increase your power level, or it can allow you to power up as a free action, but not just give edge. 5) The boost of Energy Control is too much. And before you say 'yes, but the armor of vegeta provides a total power of 20', that's across 2 stats and that's also not giving you enhanced versions of the basic techniques mission or anything else. If it remains, it will need to be toned down to 10. This still allows you, if you max out your Energy Control to 50, to have 60 total with the artifact active. 6) It should say 'allied PCs', not Allies or Squad Mates. It will not work on NPCs.

I think the Artifact description is going to be the most difficult to correct because the point of the Artifact was to benefit Grisha by allowing him to become Oniyon because he cannot become Oniyon naturally unless a wish was made on Dragon Balls. Or maybe some magical intervention. Anyone who took that Artifact would have to run how it would affect them through the staff because it is revealing that person's truths whether they are ugly on the inside or have hidden potential that is unlocked with this artifact.

I think the Artifact description is going to be the most difficult to correct because the point of the Artifact was to benefit Grisha by allowing him to become Oniyon because he cannot become Oniyon naturally unless a wish was made on Dragon Balls. Or maybe some magical intervention. That's the thing though. From an in characters standpoint, no one ever will be able to take the artifact. Custom artifacts don't stay in rotation if their player gets rid of them, generally. And in this instance where the thing is really something that'd only work on Grisha really; it is even more like that. I'm not sure of how to go at it either, to explain how someone would've talked Grisha into making it or questing after it, like - I have no suggestions on impetuses you might use to start that quest.

lol I had kind of did the quest for it in Smithy of the Stars, but I know that doesn't count. He had placed his hand on a shard, and it was absorbed into his body mysteriously.
I'm trying to think about changing it into something that "cliche" grants plain-old power and allow the Oniyon aspect be more of a IC-story thing that results and not an actual mechanic of the artifact. Because I do plan to use everything you suggested, I was just trying to think of how to re-word this thing to fit that. I can't imagine the Favored Enemy trait working for it when it becomes a standard artifact.
Edit: What if I word it as the Soul of a Saiyan General? And then everything you mentioned just being part of that? I could call it the Elite Soul Gem or something instead of "Bindi of True Reveal." It'll still be a forehead crystal though.

Edit 2:Soul of The Oni The gem contains the soul of an Elite Saiyan general. His power and thirst for vengeance flows hot through the wearer's veins. Type: Crafted Artifact - Bindi Zeni Value: Zeni Cost: Activation: Passive Effect: While possessed with the warrior's spirit, all basic energy techniques and flight are enhanced. Energy Control is increased by 10. The general's battle spirit grants 25% increase to Base Power Level (BPL), while allied PCs benefit from his rally with a 15% increase to their BPL and 3 ki regeneration at the end of each of their turns (I've wondered if I should limit this to only benefit Saiyan allies). The spirit's vengeance violently lashes out against Tuffles. Passively, the wearer benefits from the trait Favored Enemy: Tuffles. The favored enemy trait cannot be set to any other race. When using the Energy Blast basic technique, you can choose to pay 4 Ki to give it a damage modifier (DM) of +4. This +4 DM can work interchangeably with a technique like Ki Blade.

Name: The Dragon Eye 竜の目 An Ajna of crystalized, spiritual energy, bearing the orange color of the Dragon Shard. Within the crystal, resides a crimson, serpentine-pupil draconic in appearance. The sentient eye, when opened, floods the bearer with great power and a transcendent level of perception. Type: Crafted Artifact - Bindi Zeni Value: Zeni Cost:Activation: Passive/Bonus Action - Reactive Effect: While the eye is closed, your base PL is decreased by -30% at the beginning of each Spar, Battle, and Event; and you benefit from the eye's preservative powers for its host gaining +3 HP and +3 Ki at the end of each of your turns (for as long as the eye is closed). Using a Bonus Action - Reactive to open the eye, increases your base PL by +15% for each turn that your PL was reduced by this outfit to a maximum of +60% base PL for the remainder of the thread. Upon opening the eye, a violent blast of power is unleashed causing all attacks targeting you the turn it was activated on to fai1 (Note: If not the former, then it can cause 1d6 damage + “x” where “x” equals the amount of turns the eye remained closed. Continued if the latter: The blast has a 10% chance of hitting your allies or passersby determined by a roll of 1 on a 1d10). The Ajna grants the bearer Enhanced Sense. With heightened senses, your accuracy and defense are increased by +10. You do not benefit from the eye's preservative powers while it is open. Limit: None. In the story, this eye functions like the Hindu Third Eye (Ajna), but it’s a Dragon Eye that is capable of moving and looking at those before it. Because it grants the person a transcended perception and has the mysterious dragon powers, Grisha is able to tap into the parts of the brain that he physically is unable to due to the damage from the ice. While the eye is open, Grisha is able to become Oniyon and use the basic energy techniques, flight, etc. (basically the moves everybody else uses freely anyway). This eye will also carry its dragon effects over into a future transformation I have planned. It’ll give Grisha some draconic characteristics. Nothing extreme because that would be lame lol. But it’s to imitate with each transformation how close he is to becoming a dragon. He won’t ever be an anthropomorphic dragon. He’ll just continue to have dragon and Hindu-inspired features. I imagine this eye allowing him to see across the planet. I don’t know who he would look for (besides Lena), but it would allow him to pinpoint people if he concentrates. I can also see it allowing him to communicate with the dead (if that ever becomes a thing in the story). The Third Eye is believed to not only grant great wisdom and enlightenment but communication with the divine. I made it a Bonus Action – Reactive because of the possibility of it behaving like a defensive technique upon opening, or an offensive technique if you choose the other option (if offensive, maybe a reactive-standard action). I took ideas from Weighted Clothing and Ma Cape of Piccolo Junior because I was trying to imagine an effect for while the eye is closed. It isn’t forever open. And, what are the effects when it does open. If it allows someone heightened senses and perception, I imagine they would be very accurate and quick to react to things. It also made sense that Sense would be Enhanced since that is what the Third Eye does. I imagine the eye being a mysterious entity, and it wants to keep its host alive while it is inactive, thus the regeneration. Since it knows its host is depowered, while it is asleep. My idea for questing for this item is going to be somewhat different than what the Crafted says. In Smithy of the Stars, a dragon shard was mysteriously absorbed into Grisha's body. I may have Grisha uncover on accident, the wreckage of the ship that brought him to Earth. Because he will be with Muscle Fuel, recording another commercial and sailing over that area of the sea, I figured "money" is already involved. I figured the memories that start awakening while he is in the sunken ship are what stir the eye to take form and open. Otherwise, it could just mysteriously form on Grisha's head one day and he removes it unsure what it is. He takes it to his old pal, Smithy of the Stars, Danjiro to look at it, and re-enacting the old Star Sword episode, Danjiro gets him to shape into something. The eye is like magic so once you press it to your forehead, it sinks in comfortably and without pain. It doesn't affect the corporeal. Let me know what your thoughts are on all of this.

All right; this is my final draft of the type of artifact that I for sure want Grisha to have. I am no longer concerned with the Oniyon stuff since I couldn't make it work. This artifact is simple and goes along with Grisha's theme. It'll be nice to have him back in beast armor again. Beast Monarch Armor A relic armor perhaps worn by a forgotten warrior or god who once ruled the wilderness. It is primitive in design compared to the advanced tech of this age, but it emanates a ferocious power. Type: Outfit - Armor Zeni Value: (We will give you this.) Zeni Cost: 120,000 Activation: Passive Effect: The armor reduces total damage from incoming attacks by 20% (before DR) rounded to the nearest whole number and absorbs the reduced damage as HP. If wearer’s HP is 100%, then any damage absorbed becomes Temp HP. All melee attacks made against you afflict the assailant with Poison. Only one stack of Poison can be afflicted per target per turn. Additionally, the armor grants you immunity to the Poison status effect. As an armor of great power, the Beast Monarch Armor grants the possessor a 15% increase to their Base PL. Limit: N/A
