Unmei Blade A composite blade made from the cursed shards of the narukami line swords, known to kill their own users. It's blade is so excuisite that most armours are cut like paper with just one slash. It's power was so great that a sheath was created to contain it. Powered by a dragon ball shard, the sheath limits the use of the sword to once per day, allowing it's powers to only empower one single strike. While the kiba technique is the narukami's technique of choice while using the sword, any powerful technique can benefit from it
Type: Crafted artifact- sword Zeni Value: 120.000 Zeni cost: 300.000 Zeni Activation: 1 standard action Effect: The sword can be used to empower a special or finisher technique. After active, the next melee technique the user throws out will get a +5 dmg and a 70% chance of wounding the opponent. In addition, the technique can bypass all non-natural DR and halt regeneration for the round in which it hits. Critical range is lowered by 10 for strikes that use this sword, and the user's PL is raised by 50% while wielding it Limit: once per thread

This seems fine- if not, it could maybe even be stronger? Try this:
Unmei Blade A composite blade made from the cursed shards of the narukami line swords, known to kill their own users. It's blade is so excuisite that most armours are cut like paper with just one slash. It's power was so great that a sheath was created to contain it. Powered by a dragon ball shard, the sheath limits the ue of the sword to once per day, allowing it's powers to only empower one single strike. While the kiba technique is the narukami's technique of choice while using the sword, any powerful technique can benefit from it Type: Crafted artifact- Weapon(Sword) Zeni Value: 120.000 Zeni cost: 300.000 Zeni Activation: Bonus Action Effect: When you activate this weapon, select one Special technique this turn. When that Special Technique is used on this turn, it gains +5 Damage and +70% chance to afflict the status effect "Wound", even if it did not already possess that effect. Additionally, this technique bypasses non-natural DR and halts non-racial regeneration for 1 turn on its target. As an item of great power, the Unmei Blade grants its wielder +25% Base PL. Limit: Twice per Thread.
I cleaned up the wording in its effect for you and brought the PL boost down to 25%, because while it did warrant a buff, +50% is a lot for an item that also makes one of your specials(finisher or otherwise) really strong.

I'd prefer Zero's wording on this, as it is clearer. Just quote it (or I can directly edit it, copy it, and edit it for you if that's preferable) and add it to your post.
With that said, the way you have it written as it stands isn't going to fly with me because that's literally what Henjiken already does, though it also gives you a major chance of wounding (better than the Katchin Swords') and otherwise the effects of a Katchin Sword, without requiring it in your inventory.

Hmm, not sure if I'm in agreement with the verdict. The wording on Zero's post is clearer, but I do think it leads to a slightly underpowered artifact. Henjiken is the closest comparison and while technically Unmei has a bit more oomph to it, Henjiken gives one more use (Zero added a second use to it while it originally was only one use per thread to match the lore. TBH I preferred it that way. Huge effect but extremely limited use), doubles the PL gain of Unmei and halts all regen (Unmei basically only targets Salvo and bio-suits)
